- Renzi vi racconta che la sua “riforma” metterà fine alla “politica debole che si perde in un mare di polemiche” e la farà finita con un “Paese instabile, che cambia premier più spesso di un allenatore della Nazionale”: “63 governi in 70 anni”, “il record mondiale di instabilità”. Ora, a parte il fatto che la prima Repubblicaebbe il record mondiale della stabilità, visto che fu governata per quasi 50 anni dalla stessa maggioranza imperniata sulla Dc e i suoi alleati, sia pure con diversi premier, quei 63 governi sarebbero stati 62 se non fosse arrivato Renzi. In questa legislatura l’Italia ha cambiato governo una volta sola, nel 2014, e proprio per colpa di Renzi, massimo fattore di instabilità e polemiche, che impose al Pd di rovesciare il governo Letta per andare al potere con la stessa maggioranza: altrimenti l’Italia avrebbe avuto lo stesso governo per l’intera legislatura. Se vincesse il Sì, tutto questo potrebbe ripetersi, visto che nessuna norma della “riforma” lo impedirebbe.
- Renzi vi racconta che, da quando lui è al governo, l’Italia è “rispettata all’estero”. È la stessa frottolache già raccontava Berlusconi quando l’Italia toccò il minimo storico di prestigio internazionale. Lo stesso sta purtroppo accadendo con Renzi, continuamente umiliato in Europa per le bugie sui conti pubblici, per gli impegni non rispettati e per la sua totale incapacità di essere credibile agli occhi dei partner.
- Renzi vi racconta che“superiamo finalmente il bicameralismo paritario, un sistema legislativo che esiste solo in Italia”. Voi, soprattutto se abitate negli Stati Uniti o in Francia, sapete benissimo che forme di bicameralismo paritario esistono in molte grandi democrazie senza pregiudicare l’efficienza delle istituzioni. Quanto al presunto “estenuanteping-pong tra Camera e Senato” cui sarebbe costretta “ogni legge” che impiegherebbe “anni” per essere approvata, sappiate che in Italia, nell’ultima legislatura, è stata approvata una legge ogni 5 giorni: 202 leggisono passate al primo colpo, mentre la “navetta” ne ha riguardate pochissime (43 approvate con tre passaggi tra le due Camere, 5 con quattro, una con cinque e una con sei).
- Renzi vi racconta che la causa dei 63 governi in 70 anni è stata il “doppio voto di fiducia al governo da parte di Camera e Senato” (la “riforma” riserva la fiducia alla sola Camera). Bugia: solo 2 governi su 63, quelli di Romano Prodi, caddero per la sfiducia del Senato. Tutti gli altri, compreso quello di Letta a opera di Renzi, caddero fuori dal Senato e quasi sempre fuori dal Parlamento per manovre di Palazzo.
- Renzi vi racconta che “questa riforma, definendo le competenze tra Stato e Regioni, mette fine all’assurda guerra tra enti pubblici che ogni anno si consuma in centinaia di ricorsi alla Corte costituzionale”. Falso: le Regioni a statuto speciale, le più costose e sprecone, non vengono toccate, anzi conteranno ancor di più, mentre quelle ordinarie verranno espropriate della loro sacrosante competenze sul controllo del territorio e dunque delle grandi opere(anche quelle iper-costose e inutili o dannose e inquinanti, tipo Tav Torino-Lione, Ponte sullo Stretto, inceneritori, oleodotti, gasdotti, trivelle petrolifere), che tornano nelle mani dell’uomo solo al comando a Roma in nome di un imprecisato “interesse nazionale”. Concetto talmente fumoso da autorizzare i governi a immischiarsi in qualsiasi materia che la “riforma” lascia alle Regioni, innescando non meno, ma più contenziosi fra governo centrale ed enti periferici. Lo stesso caos produrrà la nuova categoria delle “disposizioni generali e comuni” e “di principio”, che porteranno altra conflittualità sulle competenze fra Stato e Regioni.
- Renzi vi racconta che “questa riforma riduce finalmente poltrone e costi della politica”. Ma in Italia, secondo uno studio Uil, i cittadini che vivono di sola politica sono 1 milione e 100 mila. La riforma riduce i senatori da 315 a 100: un taglio impercettibile con unrisparmio irrisorio per lo Stato: circa 40 o 50 milioni all’anno (dati della Ragioneria dello Stato e bilancio preventivo del Senato), a fronte di oltre 800 miliardi di spesa pubblica. E a che prezzo? Quello di rinunciare all’elettività dei senatori, che non saranno più scelti dai noi elettori, ma dalla peggior Casta politica: quella dei Consigli regionali. Che manderanno in Senato 95 fra sindaci e consiglieri(più 5 nominati dal Quirinale), per giunta muniti dell’immunità parlamentare dagli arresti, dalle intercettazioni e dalle perquisizioni: un privilegio che la Costituzione riserva ai parlamentari eletti, cioè non a loro.
- Renzi vi racconta che “la riforma elimina enti inutili come il Cnel (1 miliardo di spesa)”. Il plurale “enti inutili” è truffaldino: l’unico ente inutile che sparisce– usato come specchietto per le allodole per oscurare le magagne degli altri 46 articoli stravolti della Costituzione – è appunto il Cnel. Che però non costa 1 miliardo, ma appena 8,7 milioni l’anno (vedi bilancio del 2015), di cui 4-5 per il personale residuo che verrà trasferito alla Corte dei Conti e dunque lo Stato continuerà a pagarlo. Ben altri risparmisi sarebbero ottenuti abolendo il Senato (2,8 miliardi costo a legislatura) o dimezzando – come Renzi aveva promesso – il numero e gli stipendi di tutti i parlamentari, lasciandoli eleggere direttamente dal popolo.
- Renzi vi racconta che la “riforma garantisce più poteri alle opposizioni… senza toccare i poteri del Presidente del Consiglio, né alcuno dei ‘pesi e contrappesi’ che garantiscono l’equilibrio tra i poteri dello Stato”. Menzogna: il governo conterà molto di più,e non solo per la legge elettorale Italicum che regala il 54 per cento della Camera, e dunque il governo, al capo del partito più votato (anche nel caso in cui rappresenti solo il 20 per cento dei votanti, pari al 12-13 per cento degli elettori). Ma anche perché il governo avrà una corsia preferenziale in Parlamento, per i suoi disegni di legge, che andranno approvati entro 70 giorni (art. 72 della “riforma”): la stessa priorità non è prevista per le leggi di iniziativa parlamentare, così il governo monopolizzerà vieppiù l’attività legislativa del Parlamento, dettandogli la propria agenda. Nulla è previsto per le opposizioni, se non la promessa di una legge che dovrebbe disciplinarne i diritti: una legge mai scritta, affidata al buon cuore della futura maggioranza.
- Renzi vi racconta che “per decenni tutti hanno promesso questa riforma… ma si sono dimenticati di realizzarla”. Falso: questa riforma, che modifica 47 articoli su 139 della Costituzione, così com’è non è stata mai promessa da nessuno. E men che meno dal Pd, che l’ha imposta a un Parlamento riottoso con ogni sorta di forzature e senza alcuna legittimità(governa con i suoi mini-alleati in forza di una maggioranza illegittima, drogata dal “premio” della legge elettorale Porcellum già cancellata come incostituzionale dalla Consulta). Il Pd nel 2013 ottenne la maggioranza – anche da una parte di voi italiani all’estero – in base a un programma elettorale che non prometteva di riscrivere un terzo della Costituzione, ma solo di ritoccarla in pochi punti: per allargare la “partecipazione democratica” e per dare “applicazione corretta e integrale di quella Costituzione che rimane tra le più belle e avanzate del mondo”. Programma che la “riforma” calpesta e ribalta, tradendo la fiducia di noi elettori.
- Renzi vi invita a votare Sì per “andare avanti”, mentre il No significherebbe “tornare indietro”. Balle. La Costituzione americana del 1789 prevedeva senatori nominati dall’alto, poi nel 1913 fu emendata per farli eleggere direttamente come i deputati.Andare avanti significa allargare, non restringere, la partecipazione popolare, soprattutto in un Paese come l’Italia dotato di una Costituzione che all’art. 1 recita: “La sovranità appartiene al popolo”. È la “riforma” renziana che ci fa tornare indietro, ai tempi dell’Italia monarchica e dello Statuto albertino, quando i senatori erano nominati e non eletti.
