When in a contract to earn the unions are especially things do not work as they should. Especially if the first signing of the contract is that of Guglielmo Epifani ( in 2008 , along with Bonanni and Angeletti ) . Yet

Power
of a complicated area as the super- precarious work , that of the
administration , where there is a relationship between two people ,

contract . We
are talking about more than half a million people ( 2011 figures of
Assolavoro , the employers' association of agencies ) for about half
placed in manufacturing ( 52%) and the rest divided between Business
Services and IT ( 17%), Commerce ( 11%), Public administration , health and education (9% ) and many other areas.
The system was introduced in 1997 by the then Minister Treu and reformed by the center with the " Biagi Law " in 2003. This
segment is regulated by a national collective agreement signed to
agencies, on Assolavoro , and for the union, the CGIL - Nidil , Felsa -
CISL, UIL -Temp . Being
a highly fragmented sector , with workers who do not serve at your
specific employer ( agencies ), but in enterprises spread throughout the
country , there are stewards of the business or factory, but directly
appointed by the union.
For
this type of union activity , already in the contract of 2002 , it was
determined that the signatory organizations benefited from a
contribution of each hour worked in 1700 , the value of 7.75 euro per
hour . In 2008, this value was increased to 10 euro per hour . Do the math : in 2011 were 316 million work hours. Taking the report had made from it 1.8 million Euros transferred to the unions. In the new contract in September 2013 , has improved again: the remuneration will be paid for every hour worked in 1500 . An increase of 13 % that is added to the 30 % previously. The total hours of 2012 decreased to 302 million , but the amount split between the three unions has risen to 2 million.
What do the unions with that money ? "According
to a resolution of our board of directors - Fact explains Claudio
Treves , general secretary of the CGIL Nidil - , 70% is intended to
support our local projects ." Looking at the balance of trade union , the largest of the three, does not seem to be so. In
2012 the revenue for " union dues " amounted to € 719,505 € while the
"Contributions to structures " are the sum of 301,842 Euros . In fact the funds for " local projects " are still less, 212,500 or 29.5 % of the amount collected . The
rest of the costs of the union is absorbed by expenses for activities ,
overhead, and most importantly, personnel expenses and collaborations :
760 122 EUR . Overall, the budget is at a loss for 286,274 Euros .
The Nidil speaks of maximum transparency of the funds, but it is not clear whether all the employees know the mechanism . As for the workers themselves the advantages of representation are contested . The
union claims to have so far "improved rules concerning the equal
treatment of auditors, controls , means of income support ( maternity,
unemployment ) , etc" . A
former trade unionist who has followed the industry , however, points
out how the system of remuneration of temporary workers is hiding a
detail that penalizes precisely the latter .
The
law, in fact, provides for the temporary " treatment no less than that
to which employees are entitled to the same level of the user ." This
principle was reiterated until 2008 with the application to the
temporary contract of the same divisor ( the coefficient that measures
the hourly wage ), which applies to contracts for the category in which
they are sent on a mission. In the contract of 2008 , however, was introduced a divider specific contract for temporary workers . When this is equivalent to that of other contracts (on average it is) there is no problem. But
when an employee is to deal with dividers in the individual categories
that make hourly wages higher than that of which he is eligible , the
employee is disadvantaged . It so happens in Commerce, in Transport , in government , in education or health , and in still others . The difference in wages for the worker is minimal, a few cents. "
No worker - explained the former trade unionist - intenterebbe a
dispute for pennies with the prospect of losing their jobs ." Those
few cents multiplied by the tens of millions of hours worked , however,
can lead to savings for the agencies in the order of 10 or 20 million
euro per year. Nothing illegal . Just one of many contradictions that agitate the union. Not surprisingly, in the CGIL has opened a discussion on whether or not a union as the Nidil .
